Job Purpose and Impact

The Prevailing Wage and Apprentice Program Manager leads and executes deployment of the Prevailing Wage and Apprenticeship (PWA) program to support compliance with Inflation Reduction Act requirements associated with ethanol tax credits. This role supervises the program team, provides expert guidance, and oversees the end-to-end review, determination, documentation, contractor onboarding, recordkeeping, and issue-resolution processes for prevailing wage and apprenticeship requirements across Starches & Sweeteners ethanol plants.  

Key Accountabilities

  • Supervise and execute the Prevailing Wage and Apprentice Program, ensuring program requirements are consistently met across Starches & Sweeteners ethanol plants.
  • Lead, coach, and develop the program team, including decisions related to hiring, talent management, performance, and disciplinary actions.
  • Maintain expert-level program knowledge, identify compliance risks, and coordinate mitigation actions with internal stakeholders and third-party consultants.
  • Partner with Operations, Prevailing Wage Coordinators, contractors, and consultants to determine whether work orders qualify as prevailing wage work or maintenance work, escalating ambiguities as needed.
  • Coach end users to improve work-order descriptions; review work orders, identify prevailing wage work, and apply the appropriate flags and supporting documentation.
  • Oversee review of time confirmations and cross-reference documentation against the Sockeye SAP schedule; run SAP time confirmations for operator documentation and enter prevailing wage time into Kronos/UKG when applicable.
  • Own prevailing wage recordkeeping and retention, including completion of WH-347 documentation for internal employees and tracking contractor compliance.
  • Ensure employees and contractor personnel are identified, classified, and established in applicable compliance systems before performing prevailing wage work; communicate changes in personnel, classification, pay, or benefits to third-party consultants.
  • Ensure required prevailing wage postings are maintained at each facility.
  • Lead the Emergency Work Prevailing Wage Compliance Process and verify required steps are followed when emergency work occurs.
  • Serve as the liaison between the business and third-party consultants, maintaining inquiry and complaint logs and leading or supporting investigations and resolution of reported prevailing wage payment concerns.
  • Lead contractor communication and onboarding, including contractor onboarding calls, confirmation of Avetta status through the applicable Plant Manager, and coordination for contractors performing covered work at designated facilities.
  • Execute prevailing wage riders with applicable wage determinations following onboarding and provide required documentation to BDO.
  • Monitor expiration dates for prevailing wage contractor agreements and initiate replacement agreements with updated riders and wage determinations as needed.
  • Independently resolve moderately complex issues with minimal supervision and escalate higher-risk or complex matters to the appropriate stakeholders.
  • Perform other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in a related field or equivalent experience
  • Minimum of four years of related work experience
  • Other minimum qualifications may apply

PREFERRED QUALIFICATIONS

  • Experience overseeing third party resources to deliver business results
  • Knowledge of Maintenance & Reliability workflow processes, related tools, processes controls and area technology systems
  • Ethanol process experience
  • Two years of supervisory experience
