Supervise operational trade compliance activities (filing, auditing, and reporting) - 30%
• Approves substantive trade operations issues and makes decisions on day to day activities with significant impact on the location. 
• Utilizing a thorough understanding of trade compliance laws, regulations, practices and procedures, supervises a team of trade operations professionals to perform trade operations processes and resolve issues at a site level. 
• Ensures that global trade operations procedures are supported by proper due diligence demonstrating reasonable care. Provides guidance along with Country Lead, and Customs Advisory team to resolve trade operations barriers while also minimizing the most significant trade compliance risk.
• Prepares complex trade compliance forms and related documents associated with global trade operations requiring an extensive and detailed understanding of trade compliance laws, regulations, practices and procedures applying advice from the Country manager, sub regional or regional Compliance Managers as well as the Customs Advisory Team.
• Applies substantial understanding of global trade compliance operations practices and procedures and to ensure all compliant execution of cross border transactions
• Implements global trade operations and compliance processes, “SOP”, and other compliance-related activities.
• Work with Customs Advisory Team, Corporate Tax team and Business Unit team to support external government agencies audits, investigations, reviews and disclosures.
• Leverage significant knowledge of trade operations and other related practice area, to lead or support GTC projects and implementation of IT solutions. 
• Explore opportunity for automation through technology solution.
• Work with Country lead to prepare and manage internal project and/or development related with Global Trade Compliance program.
• Manage or support the management of third party service vendors to fulfill performance on compliance requirements.
• Monitor team performance, developing and reporting KPI’s to the country and regional leads supporting the achievement of the performance goals.
• Managing team and customs clearance operations from different areas with each complexity 

People Management - 20%
For a local team performing most complex tasks:
• Responsible for the people management in collaboration with country manager, including recruiting, retention, development and engagement of team
• Manages and provides coaching to global trade operations team members, including coaching Cargill’s core values
• Provides feedback to the Country Manager in the selection of global trade operations team members, plans for future workforce needs
• Coordinates the global trade operations in support of business, enterprise and functional business plans that span across the company globally. 
• Develop and lead the succession planning efforts.
• Ensure effective onboarding and ongoing training of the GTOC team.
• Lead and coach various team member from different locations 

Client Interaction and Business Partnership - 25%
• Through proper training and supervision of direct staff and direct involvement, ensure that client is satisfied and client inquiries, incidents and/or issues are resolved in a timely manner.
• Manages local service delivery model that benchmarks processes, service levels, tools and technology.
• Provides oversight and control for global trade operations for direct reports.
• Works closely with various Business Units team and Functions to develop cross border solutions that add value to customers and supports business plans that impact the enterprise.
• Manage or support the management of third party service vendors to fulfill performance and compliance requirements

Resolving Issues relating to Global Trade Movement and Tasks - 25%
• Facilitate the timely border crossing and compliance activities with the regulations for transactions performed by a location.
• Evaluates analysis on risk exposure and process improvement, and provides direction and input for next steps.
• Develops and maintains relationships with local stakeholders (e.g. trade compliance, ports, plants, regulatory authorities, etc.) 
• Implements process improvements across locations to reduce execution costs and/or increase supply chain efficiencies while maintaining customer satisfaction.
• Develops documents and maintains trade execution processes and detailed procedures for direct reports’ responsibilities.
• Provide oversight to the team for record keeping process and ensures records are maintained per regulatory requirements & Advisory inputs.
• Ensures adequate document retention practices through RIM and COE guidance.
• Implements global trade operations and compliance processes, “SOP”, and other compliance-related activities.
• Represents location in obtaining the required permissions required to comply with the region’s government regulatory agencies.
• Provides leadership and ownership for the systems and activities in the locations. 
• Collaborates with the different teams and functions to facilitate the execution the businesses global trade activities, focusing on compliance with both the foreign trade regulations and operational efficiencies.

· BA/BS in a relevant field, i.e. business, customs, import/export or other related degree or certification 

· Posses+/-12 years of experience in a related field, including customs, trade compliance, import/export.

·4-6 Years supervisory/ team lead experience. Proven ability to oversee teams in a high stress, time sensitive environment.

·Demonstrated ability to lead the development and execution of a strategy in a complex environment with multiple stakeholders and interests

·Proven ability to manage cross border operations service performance across multiple businesses

·Comfortable dealing with and maneuvering through ambiguity while still achieving clear objectives/requirements

·Ability to plan implementation and lead the team to accomplish the vision

·Fluent English in both written and verbal.

·Certified Customs Declarant /Ahli Kepabeanan/PPJK

·Familiar with reporting and data analysis

Preferred Qualifications

· Experience in import/export, trade compliance activities

·Process Improvement experience

       ·SAP/Global Trade Services (GTS) working experience in customs management and compliance management module.
