Position Purpose & Summary职位设置目的&概要
 Responsible for all technical engineering and design of Greenfield/Brownfield Oilseeds Build Projects, including defining/developing engineering standards, identifying of ESP, Managing ESP, applying Cargill & Industry best practices and ensuring all deliverables compliant with National/Local/EHS/Cargill requirement; 
 Responsible for Leading the development/completion of engineering deliverables as per project requirement and supporting delivery of all Build Project Management objectives.



Principal Accountabilities主要职责
1.70% Project Engineering Leadership
• Leads the execution of Build projects engineering and Design activities across North Asia region, while consulting peers in APAC region and other geographies in leveraging best practices, lessons learnt, Project data etc.
• In support to Project BPMs in the region, leading the development of concept design package, Preliminary design package, Process design package, Basic design package, Detail design Package to deliver all permit related input, cost/schedule input, construction drawings that meet required codes and standards, compliant to all applicable law and regulations.
• Leads periodic engineering reviews involving all functions, SME and key project stakeholders to ensure quality of work, minimize late changes.
• Report to Sub Regional BPM on project engineering status, Progress, risk & concerns.
• Identifies, recommends and implements Engineering best practices based on industry leading knowledge.
• Identifies, recommends and implements capital effectiveness best practices (e.g. front end loading, team alignment, target setting, project controls, rate of change, value improving practices, leading technology, constructability, planning for startup) based on industry leading knowledge of Build project management.
• Provides mentorship, coaching and development for team members and functional leads from engineering aspect of view.
• Champions and reinforces Safety concept in engineering and Design throughout every phase of Build projects.
• Ensures Build projects are Designed and executed in compliance with laws and regulations.
• Works with and manages engineering firms/ESP across a large number of engineering disciplines.
• Regularly measures and monitors project Engineering progress to identify variances from the plan and make needed corrections for medium to high complexity Build projects.
• Contains and resolves technical issues within the Build project that do not require BPM or MTL attention.
• Support project to achieve technical project objectives of delivered safely, on time, on budget and operability results are realized for medium to high complexity Build projects.
• Prepares the plan for how the engineering activities is executed, monitored and controlled and works with the BPM to develop the Integrated Project Plan for the project.
• Partners with cross-functional leaders to leverage resources, knowledge and strategies that increase value captured throughout the Build Project

2.10% Development & Maintain of Engineering Standards
• Maintain and communicate Cargill best practices, Standards and owner`s requirement. Convert to project local language as needed;
• Develop CASC North Asia engineering standards, based on available national/Cargill standards.

3.10% Project Documentation & Plant operation engineering Documentation(Future status)
• Set up project documentation methodology using available cargill tools.
• Maintain master documentation for the region, making sure its safe, up-to-date and in an organized manner, including permits, approval, study report, PDP deliverables, Equipment Specifications, Operation Manuals, Control Logic, as Built drawing, procurement documentations etc.

4.10% Project Result
• Accountable for providing Line manager with a routine engineering status of the Build project, actively communicating technical issues and threats, and ensuring that leadership alignment is a priority.
• Accountable for achieving project engineering related capability, safety design, compliance, Food safety, Process Safety.
• Supports successful completion and closure of all technical aspects of the Build project.
• Support Technical Due diligence and critical base project management.

Education, Experience, Skills教育背景,工作经验,专业技能
1.Minimum Required Qualifications最低要求
 Bachelor Degree in Engineering, Project Management related field
 15+ years’ experience in industry project Engineering management
 At least 2 Build project overall engineering leadership experience over 25 MM USD Capex over the past 5 years;
 Chemical/Food/light industry processing knowledge;
 Familiar with China National Codes, Standards and project permitting requirement;
 Fluent in English and Chinese both Written and spoken;
 Strong leadership and inter personnel communication skills,
 Motivation and ability to execute projects/tasks in a timely manner, strong prioritization and time management skills;
 Strong influencing skills, ability to work across the organization and with multiple functions.
 Leading in safe delivery of engineering deliverables in Build projects.
 Experienced and being able to work remotely with line manager, direct report and 3rd party resources
 Frequent traveler.

2.Preferred Qualifications更合适的要求
 Experience in Engineering as Owner, ESP or DI Engineering Manager
 Oilseeds processing knowledge/project experiences
 Experience in Field construction
