Environmental, Health and Safety Sr Specialist
JOB PURPOSE AND IMPACT
The Environmental, Health and Safety Sr Specialist is a subject matter expert who co-leads the Environmental Health and Safety agenda for a high complex facility together with the plant manager and plant EHS manager. In this role you manage the execution and continuous improvement of the Environmental, Health & Safety and Process Safety management system at the complex EHS Facility specified (consisting of highly regulated processes/activities or low-to-medium program and workforce safe work maturity) with elevated risk of serious injuries and fatalities, serious environmental events, severe process safety events, or legal matters.
Proactively and with minimal supervision, you will 1) manage the integration, execution and maintenance of Cargill processes, EHS programs and projects; 2) resolve moderately complex, non-routine EH&S issues; 3) mentor less experienced EH&S professionals, and 4) manage the local regulatory relationship to ensure safe operations and compliance with federal, state and local regulations and requirements.
KEY ACCOUNTABILITIES

Ensure strong alignment of EHS goals, metrics and targets with plant vision and targets. Govern site EHS performance targets together with plant manager & plant EHS manager.

Member of the site local/site leadership team and consult on planning, issue and incident response and operational environment, health and safety, environmental, and process safety compliance. Understand systems, integrated processes, regulatory issues and workforce conditions.

Partner with plant manager / plant EHS manager / project leaders and regional EHS organization to promote and drive a strong EHS culture in the facility team by building a mindset where a continuous improvement mentality is viewed essential to success.

Understand, implement and accurately execute environmental, health and safety controls and programs and EHS work processes (risk identification & assessment, emergency action planning and incident management, Agency inspections, Audit and internal inspections). Ensure they work as intended, are integrated in common operational work processes, demonstrate compliance and monitor performance against goals.

Determine suitable EHS training content and delivery mode, in line with global, regional, and legal requirements, conduct gap assessment to identify competence needs, adjust curriculum to reflect site-specific demand. Organize and provide appropriate training (if qualified). Govern the management of training records together with the plant manager.

Identify EHS contractor support/talent needs and oversee onsite EHS contractor activity. Understand local risks applicable to contractor and external service providers, implement, monitor and evaluate approved processes to control local Environmental, Health and Safety risks with contractors and monitor local performance.

Support the plant manager in managing the external reputation and facilitate the community/governmental interaction. Prepare required reports, requests-for-information, and inquiry responses. Facilitate governmental inspections, customer visits, and Cargill audits.
MINIMUM QUALIFICATIONS
Bachelor’s degree in Science, Technology or Engineering, or in a related field with EHS interface.
Minimum of four years of relevant work experience; i.e. in an operational/industrial environment
Legally required qualification / certificates
PREFERRED QUALIFICATIONS
Minimum of seven years of relevant work experience
Environmental experience with air permitting, air emissions, and working with local/state agencies strongly preferred
Knowledge of Federal, State, and Local regulations for air, water, solid waste, health and safety and process safety strongly preferred
Extensive working knowledge of environmental (air emissions, wastewater, SPCC, stormwater), health & safety, and process safety industry practices and standards strongly preferred.
